In a time when big budget blockbuster games need to make tens of millions of dollars or the company goes bankrupt, Rockstar games is bucking the trend by spending so much money developing a game and never releasing it.
The real reason the game keeps getting delayed is: Everyone at the company is too busy playing it.
Developers, project managers, quality assurance testers, and even lower level management will play for hours. Passing the controller around once a person has died, been arrested, or played too long.
Reports indicate the teams stay up until 3 A.M. chugging Mountain Dew and ordering pizzas so they can play as much as possible. Once they're bored enough with what they have, they create more in-game content to play with.
